Admiral Rous was the founding father of the current handicap system and was elected as a steward of the Jockey Club in 1838. He was effectively in charge of the administration of racing for some twenty-five years and was without doubt the turf's greatest administrator. On his death, he left his Stubbs of Gimcrack to the Jockey Club which remains the most important painting within the Jockey Club Rooms.
